Notes on Rule 3

  • This rule provides definitions to words that are used throughout the Rules. Less frequently used words are defined where they are used.
  • Displacement craft are those that float via displacement of their hulls.
  • Non-displacement craft are those that use dynamic lift of hydrofoils or other lifting technology.
  • Vessels "engaged in fishing" means any vessel fishing commercially and excludes recreational and sport fishing vessels.
  • Examples of commercial fishing vessels include "fishing with nets, lines, or trawls". The word "lines" refers to long-lines that can be miles long and that have numerous leaders and hooks attached at regular intervals. Trawls are large open-mouthed nets that are towed through the water by one or two fishing vessels (not to be confused with trolling lines which are not considered to be restricting generally).
